A NUTRITION AND HEALTH PROGRAMMES COORDINATOR, Wednesday 14th, December 2011


Country: Bangladesh – Dhaka
Length of Contract: 24 months, from 2012, first of March
General objective: To define the strategies and coordinate activities of Action Contre la Faim in the fields of Nutrition and Mental Health
Responsibilities:
  1. Design, develop and evaluate actions in the field of nutrition and Mental Health Care Practices
    • collection and quality control of monitoring, follow up and evaluation data
    • production’s quality for the nutritional situation analysis
    • the standard of nutritional and medical proposals submitted by his/her teams
    • encouraging his/her teams to identify new programmes
  2. Monitor and coordinate programmes in the fields of nutrition and Mental Health Care Practices
    • deciding to launch nutritional surveys in liaison with the head of Mission
    • development of integrated approach programmes
    • collection and analysis of data, including the decisions making on this basis
    • providing activity report of quality In the given timeline
  3. Supervise and support nutritional and Mental Health Care Practices teams
    • Evaluation of the performance and skill level of programme managers
    • Developing the skills of colleagues in nutrition and MHCP
  4. Develop and launch programmes in collaboration with governmental and local agencies
  5. Represent Action Contre la Faim and its positioning in the field of nutrition and Mental Health Care Practices
Qualification and previous experience: Nutritionist, medical doctor or nurse with nutrition specialisation and experience. Minimum five years field experience in nutrition programmes. Experience in working in mid-term/development oriented type of programmes. Experience in technical advocacy with governmental departments. Ability to have a broad vision integrating different aspects (logistics, context, culture and traditions, etc.). Computer proficiency in word processing, database, spread sheet and graphics presentations. Fully fluent in English. Ability to work in a highly sensitive environment. Diplomacy and negotiation skills. Excellent proposal writing experience. General responsibilities:
• Manages all operations related to the implementation of Tdh’s WASH projects/programmes in Bangladesh, according to Tdh Thematic policies for MCH/N and WASH. • Facilitates professional systems for reporting, monitoring and contingency planning, for WASH and Disaster Risk Reduction projects. • Promotes Tdh’s interests in Bangladesh, including forging positive relations with the Swiss Development Cooperation and other bilateral and multi-lateral donors, NGO and UN networking groups. • Ensures that all Tdh policies (such as Child Protection Policy) are implemented byTdh team and all partners.
Project management: • Supervises the Resource Department Technical officer for WASH and the work of local staff per project approach, budget, timeline, etc. • Contributes to design and implements Monitoring & Evaluation systems and tools for all WASH and DRR project work to control quality, efficiency and effectiveness. • Contributes to strengthen the WASH team in Bangladesh through continuous training, experience exchange and provision of tools (i.e. hygiene promotion tools). • Develops and monitors quarterly and annual work plans. • Participates at developing new proposals and budgets for submission to Tdh’s Asia desk. • Identifies local funding sources for WASH projects. • Oversees reporting (monthly sitreps, donor monitoring reports, annual reports, capitalization of experience, etc.) by project teams and partners. • Facilitates context assessments at country and regional level, when required.
Finance, Administration, Human resources: • Reviews and analyzes expenditure of projects under her/his responsibility, with particular regard to efficiency, with the Administrative Manager. • Assures compliance with all Tdh policies (Child Protection, Personnel, Gender, “Whistle Blowing”, etc.). • Supports the management of Tdh’s WASH staff, including participation as needed in the following: promoting strategies for the capacity building of national staff; overseeing the updating of job descriptions; recruiting and conducting annual staff performance appraisal.
Communication, Knowledge Management: • Fosters positive external and internal communication (especially between Tdh Project Managers and WASH technical staff, between projects and partners, with Tdh Asia/Lausanne resource persons in MCH/N and WASH and with the Desk in Lausanne). • Backed by Tdh’s Resource Persons and Regional Advisors, engages in action-oriented research activities (disaster preparedness projects, publications, collaboration with research institutes, etc.). • Develops and updates Tdh’s contingency plan, as well as organizational briefs. • Facilitates experience capitalization workshops.
External coordination, representation: • Represents Tdh at meetings and fora organised by the GO/NGO/UN sectors. • Fosters positive relations with bi-lateral donors, including the SDC, and multi-lateral donors, as well as local authorities (Union Councils, Civil Surgeon, Dept. Public Health Engineers, Municipal authorities, etc.).
Safety and Security Policy: • Contributes to regular collection and analysis of security information related to Tdh intervention areas and national trends. • Implements the Tdh security guidelines. • Acts as focal point for security as mandated by Country Representative.
Child Protection Policy: • Commits to respect the Child Protection Policy. • Commits to ensure the best implementation possible of the Child Protection Policy in the country. • Commits to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.
Profile: • Education: Bachelors or Masters in Public health engineering / or Hydrogeology with a primary degree in civil/public-health-engineering / or relevant social science field with a primary degree in civil/public-health-engineering or extensive professional training with recognized certificates. • Experience: seven years of practical experience in rural water supply, on site sanitation and hygiene promotion projects concerning assessment, design, logistical planning, implementation, monitoring and evaluation, as well as management of technical staff. - Aptitude for community led / participatory approaches and WASH integrated as a part of health programming. Project experience in the following areas is highly relevant to the project duties: shallow and deep tube wells with hand pumps, pour flush (direct drop and offset) pit latrines, slow sand filtration or its modified forms such as pond sand filter or bio sand filter and urine separation dry compost toilet. - Experience also covering the following areas is desirable: septic tank including sludge and effluent disposal/on-site-treatment, iron filtration, chlorination including dosing units, assessment of the risks of contamination of groundwater from on-site sanitation, hygiene promotion, baseline and KAP survey, emergency WASH interventions including DRR, AutoCAD, solid waster management, WASH MCH integration, water testing with potable kits. • Language: English.

Responsibilities:
This position will be Bangladesh-based will involve travel in the country’s coastal areas. 3.Rights-Based Projects through Results-Based Approach.
Promote the quality of rights-based Nutrition projects and programmes through the formulation of project goals and strategies and approaches. Bring coherence, synergy and added value to sectoral or project management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.
4.Sectoral Work Plan Development, Implementation, and Monitoring.
Responsible for development of the sectoral work plan as well as implementation and monitoring of assigned project/sectoral activity, ensuring compliance with project strategies and approaches; provide training, support and guidance to sectoral team.
5.Project Delivery, Evaluation and Reporting.
Ensure project, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual Nutrition sector status reports.
6.Promotion of UNICEF Global Goals.
Promote the organization goals of UNICEF through advocacy and policy dialogue in the Nutrition sector through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes.
7.UNICEF and Government Accountability.
Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability.   5. Sectoral Work Plan Development, Implementation, and Monitoring. • As head of a large section, responsible for the overall development and establishment of the sectoral work plan, monitoring compliance, and providing support and guidance to make sure objectives are met. • This entails identification of internal human resource requirements, training and performance planning and monitoring and provision of training, support and guidance to the WASH team. As a member of Senior Management, advise Deputy Representative on appropriate training and professional development opportunities for WASH staff.
  6. Programme Management, Delivery, Evaluation and Reporting. • Provide leadership, guidance and direction for programme management and evaluation of the WASH programme through periodic meetings, individually and in groups, with the various sectoral team members. Ensure exchanges of information, experience, identifing new strategies and courses of action to accelerate/improve delivery of services and achieve programme requirements and objectives. Monitor the overall planning and disbursement of programme funds for the (sector), ensuring they are properly administered, and utilized in accordance with the Plan of Action and the programme budget allotment. • Ensure programme, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. In coordination and collaboration with other professional colleagues, establish and develop effective information and reporting systems to monitor and evaluate the impact of the programme and achievement of targeted goals. Provide technical support, orientation and guidance to government officials, technicians and partners on appropriate technical and institutional capacity-building measures, to achieve programme goals and expand coverage of services. • Ensure provision of sectoral orientation on the ‘Cluster Approach,’ and ensure leadership and coordination of the IASC WASH Cluster through preparedness and emergency response, whilst simultaneously ensuring delivery on the CCCs by the UNICEF WASH programme.
