INTRODUCTION
It is increasingly recognised that when crisis or disaster strikes, people need information as much as they need shelter food, water and safety. Humanitarian responses are often undermined, often insufficiently effective – and sometimes outright counter-productive – if people’s information needs are not given adequate priority during humanitarian crises.
A number of aid agencies increasingly recognise the documented positive impacts that the provision of communication with affected populations has on rapid response effectiveness. As a result, media development organisations such as the BBCWST and Internews are providing guidance and consultation to aid agencies to help them establish best practices and communicate effectively with the populations they serve. This contract is in response to the expressed needs of these aid agencies within the framework of DFID’s Conflict, Humanitarian and Security Department Emergency Response priorities.
The overall goal is to enhance the efficiency of rapid humanitarian responses by maximising the amount of accurate and timely information available to both humanitarian responders and affected populations through enhanced information exchange between them in the critical first few days and weeks of emergencies before funding support for recovery is negotiated and made available. The consortium will do this by (1) building the capacity and preparedness of aid agencies to respond to the information and communication needs of affected populations during the important early phase of response and (2) providing immediate rapid responses to select emergencies in partnership with aid agencies to inform and support their two-way communication with affected populations in the field.
The BBC World Service Trust (BBC WST) is the independent international charity of the BBC, which uses media and communications to reduce poverty and promote human rights, thereby enabling people to build better lives. All its efforts are aimed at ensuring some of the world's poorest and most vulnerable people have access to life-changing information. The idea is to use the BBC's unparalleled access to broadcasting and communication expertise to help others to help themselves. The Consortium Partner, Internews, is an international media development organization whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect, and the means to make their voices heard. Collectively, the consortium has significant humanitarian communications expertise arising from several major responses in Aceh, Afghanistan, Albania, the Balkans, Burma, Chad, Indonesia, Gaza, Iraq, Jyogjakarta, Kenya, Nepal, Pakistan, Rwanda, Sierra Leone, Sudan, Somalia, and Sri Lanka, and elsewhere.
OVERALL PURPOSE OF THE JOB
To work closely with the Head of Project to assist in the effective, timely and efficient development and delivery of this high profile humanitarian media assistance project. This will include provision of administrative, financial and office management support.
MAIN DUTIES
Guided by the Head of Project: 1. Ensure the efficient operation of the London office systems, maintaining an up-to-date and comprehensive filing system, outputs database and contacts database for relevant activities. 2. Be responsible for arranging travel for project staff including detailed itineraries, visas, inoculations, business cards, insurance, ordering foreign currency and processing expenses. 3. Process contracts, invoices and expenses where necessary. 4. Organise procurement and shipping of resources including stationery and equipment 5. Provide support on financial forecasting, payments, reporting and management pertinent to the projects as required. 6. Deal with routine correspondence on own initiative and prepare draft correspondence. 7. Collate/prepare documents for meetings, reports and publications, including, where relevant, training materials, presentations, website and communications copy, and donor reports. 8. Assist in compliance with project management procedures, including compliance with project checkpoints, health and safety guidelines, financial management procedures, preparation and monitoring of work plans, internal and external reporting schedules, and programme review schedules. 9. Support with the organisation is key events and meetings 10. Update the infoasaid website, draft stories for the website and handle outreach through social media
SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED
A minimum of an undergraduate degree in politics, international relations, economics, development studies, law, communications nor related fields
Excellent organisational and administrative skills to prioritise workloads, meet deadlines and respond flexibly to rapidly changing priorities
Solid secretarial skills and knowledge of computer packages (Outlook, Word, Excel, PowerPoint, MS Projects)
Attention to detail, the ability to work speedily and accurately under pressure
Good communication skills, the ability to deal confidently and effectively with staff at all levels as well as external contacts, both in person and on the telephone
Experience of working as part of a team and dealing with a wide range of people including donors, financial managers and consultants
Experience of monitoring financial information
Understanding of humanitarian emergency response and media issues preferred
Experience of working in developing countries preferred
Fluent English - written and spoken - essential. Knowledge of other languages, particularly French, an advantage
An understanding of the vision/mission and core values, structures and objectives of the BBC World Service Trust and Internews
Ability to quickly understand and apply HR, Finance and Editorial best practice and the strategies of both the BBC World Service Trust and Internews.
Immediate eligibility to work legally in the UK.

The incumbent reports to the P4 Senior Fundraising Officer who manages the Corporate Partnerships Unit, one of the units within PSFR’s Leadership Giving section. Plan, Global Planning, Monitoring and Evaluation Manager


Plan is one of the oldest and largest children's development organisations in the world. We work in 50 developing countries across Africa, Asia and the Americas to promote child rights to end child poverty. Plan's vision is of a world in which all children realise their full potential in societies that respect people's rights and dignity, our aim is to achieve lasting improvements in the quality of life of deprived children in developing countries. Plan is independent, with no religious, political or governmental affiliations. We are looking for a Global Planning, Monitoring and Evaluation manager, working in the Programme Effectiveness Team, to lead the development and strengthen the implementation of Plan’s global system for programme country planning, monitoring and evaluation – the Programme Accountability and Learning System (PALS).
The Programme Effectiveness Team is a 5 person team based at Plan’s International Headquarters committed to strengthening Plan’s Programme Effectiveness through supporting Programme Countries in their Planning, Monitoring and Evaluation and leading global initiatives to assess Plan’s Programme Effectiveness.
About the role
• Reports to the Manager of the Programme Effectiveness team, one of eight teams in the Programme function at Plan’s International Headquarters. • Manages the process to set global policy for country level programme planning, monitoring and evaluation processes (the Programme Accountability and Learning System) and has individual responsibility for up to £50k to support PALS development and implementation. • Provides a strategic overview of the implementation of PALS across Plan’s 50 Programme Countries across 4 Regions, to inform system development and capacity building initiatives. • Manages the Programme and Projects Module (PPM) Business Lead who ensures that Plan’s ICT systems support the planning, monitoring and evaluation processes described in PALS. Ensures PALS is integrated with other organisational systems and benefits from external best practice. • Strengthens the monitoring, evaluation and research network across the organization across Plan’s 50 programme countries, 4 regional offices and 20 national organizations. • Actively works with and contributes to the wider work of the Programme Effectiveness team to further develop and implement Plan’s strategies and initiatives on effectiveness.
Main responsibilities
• Ensure Plan’s planning, monitoring and evaluation processes described in PALS meet the sector standards and comply with external accountability requirements. • Design and manage process for approving Country Strategies by global programme leadership team (Programme Operations Leadership Team) • Collate PALS data from all countries for both external and internal audiences as required: Identify and respond to information requirements of different stakeholders and make information accessible on timely basis. • Participate in external NGO fora on Monitoring and Evaluation to ensure Plan processes reflect sector best practice • Provide quality guidance to programme countries in implementing PALS processes • Provide high quality accessible training staff across the organization ranging from a basic understanding to specific training on key PALS and effectiveness processes.
• Manage and promote an online platform for PALS learning on Plan’s intranet as an accessible resource for guidance on programme planning, monitoring and evaluation and as a forum for discussion on key issues and innovations. • Support the roll-out of Plan’s programme related ICT system, ensuring that clear guidance is in place to support quality programme information for informed management decision-making • Facilitating the PALS network across programme countries, regional offices and national organisations to promote good practice and identify ways to strengthen PALS and wider effectiveness processes . • Work with National Organisation Programme Directors to align corporate and large institutional donor monitoring and evaluation requirements to PALS processes. • Collaborate with other functions (sponsorship, finance, risk management) to ensure that PALS processes are integrated across functions. • Work with technical programme specialists – e.g. gender – to ensure that PALS processes incorporate guidance in the respective areas.
About you
• Masters level or equivalent degree or senior level experience in the field of development monitoring and evaluation or other relevant field. • Strong understanding of field level realities of NGO development work. • Thorough understanding of current international development trends, child rights programming and the global aid effectiveness agenda • An understanding of and commitment to the aims and values of Plan. • Experience in developing corporate systems for planning, monitoring and evaluation in large/complex organisations. • Strong organisational and project management skills • Experience in translating business processes into technical ICT systems corporate systems for planning, monitoring and evaluation. • Up-to-date knowledge and experience of data analysis techniques/packages and skill in administrating MS Sharepoint sites. • Excellent written communications and experience of producing high quality guidelines. • Ability to use a variety of technological tools to coordinate/inform/build network of experts across the organization • Ability to manage staff remotely. • Ability to form strong working relationships with colleagues from different functions and cultures. • Experience of working in developing countries desirable • Fluent in English • Second Language desirable (preferably French or Spanish)
Location and Travel
The post will be based at Plan International headquarters in Woking Surrey with International travel of about 20%.

Department:
The Marketing and Communications department was created in 2005 as a result of a strategic decision by Merlin to expand and develop its marketing and communication activities in order to significantly increase the amount of voluntary income raised by the charity and to communicate with a range of stakeholders. The department has three distinct areas: Individual Giving; Donor Partnerships; & Communications
Communications is responsible for raising the profile and reputation of Merlin with key stakeholders by managing media relations and integrated communications, including roll-out of a new brand and brand management from 2011. Since 2008, Communications has also been responsible for promoting Merlin as an effective campaigning voice on health systems and workers, helping to bring about policy change and raise funds for this work.
